The Royal Docks and Beckton Riverside (RD+BR) Opportunity Area Planning Framework (OAPF) has been adopted by the Mayor of London as a London Plan Guidance (LPG). Thank you to those who have taken the time to speak to us and participated in the consultation. All the feedback we've received has been carefully reviewed to help shape the final adopted OAPF.
Click here to see the adopted OAPF and to find out more.
Background
The Royal Docks and Beckton Riverside is designated as an Opportunity Area (OA) in the London Plan and is one of the largest regeneration areas in London. Prepared jointly by the Greater London Authority (GLA), Transport for London (TfL), LB Newham, and the GLA Royal Docks Team, the OAPF provides a planning framework to guide emerging and ongoing development in the area and sets the context for the proposed extension of the DLR to Thamesmead via Beckton Riverside. The RD+BR OAPF identifies the potential, with transport and connectivity improvements in place, for the OA to provide 36,300 new homes and create 55,800 new jobs. The RD+BR OAPF is guided by the Mayor’s Good Growth objectives and has been informed by engagement with stakeholders and local communities.
Funding
Delivering any major new public transport scheme in the area will depend on the scale of new growth to make a strong case for investment and on the availability of funding for construction. Many of the transport schemes identified in this OAPF require significant investment and are currently unfunded.
Next steps
In June 2023, TfL and partners submitted a Strategic Outline Case (SOC) to Government. The business case outlines how an extension of the DLR could have a transformative effect on the area. See the full press release here.
This OAPF will support business cases and associated technical studies, to unlock public/private funding for transport improvements. This includes work related to the DLR Extension to Thamesmead via Beckton Riverside.

We just wanted to let you know that we have also one survey on delivery and implementation of this strategic framework. Realising the area's potential and ensuring smooth delivery of this OAPF will rely on close collaboration and positive partnerships between the GLA Royal Docks, LB Newham, stakeholders, developers, utilities providers, and the people that live, work and play in the area.
Building on the Mayor's Good Growth objectives and the Towards a Better Newham strategy we want to ensure that growth will be delivered locally, fairly and democratically. That's why we see existing communities, forums and residents as an integral part of this process.
We would love to hear what delivery means to you, and how we can best include you. For instance, you could tell us how you envision yourself, or your community contributing to this process.
Let us know what you think here

We have been receiving such great feedback so far; so many interesting ideas that can support the transformation the Royal Docks and Beckton Riverside into a:
One of the residents said that community facilities and local shops are so much needed in North Woolwich. What do you think? What would you like to see in the enhanced local centre? Please let us know here .
Another resident stressed the need for more pedestrian and cycle crossing points needed from Royal Albert Dock to Beckton. What do you think? Are there places you can't cycle to? Please let us know here

We are loving the feedback coming in - so many interesting points that will help guide the future of the Royal Docks and Beckton Riverside.
A resident said that new paths and bridges are essential in Albert Island, as well as places to allow communities to enjoy the riverfront during summer - what do you think? We’d love to hear your thoughts – Leave your comments here

Back in 2020, you helped us shape the Vision and Principles for the Royal Docks and Beckton Riverside Opportunity Area Planning Framework (OAPF). Through pop-up events, community sessions, one-to-one meetings, youth sessions, and our online website, we had the opportunity to hear your thoughts and gather feedback, ensuring that the Royal Docks and Beckton Riverside becomes: a lively, healthy place, a connected resilient place, an enabled innovative place and an empowered diverse place.
Since we last talked to you, we have been working hard to put together the strategic framework to guide the future growth in the Royal Docks and Beckton Riverside. Incorporating your feedback on the Vision and Principles, we have prepared a draft OAPF which is now open to consultation from 7 February to 21 March 2022 . The OAPF will help guide where new homes and jobs are provided up to 2041. This includes the infrastructure to support them, for example, public transport, local connections, utilities, and community facilities. The OAPF includes high–level strategies and recommendations that help shape the future of the area. We also came up with some ideas on what this OAPF could mean for seven places and a set of new and improved local connections.
Given that strategic planning affects all of our lives, It is vital that local people sit at the heart of these plans, to ensure future development meets community needs while celebrating the area's heritage.
We would like to take this opportunity to thank you again for participating in the previous round of engagement and invite you to give us your thoughts on the consultation draft.

Back in 2019 when this project first started, we spent the months of June to October speaking with and listening to local people and stakeholders around the Royal Docks and Beckton Riverside. This helped us understand the complex challenges and opportunities and became the basis for the draft Vision and Principles.
To make sure that we take on board your thoughts and aspirations about the vision of the Royal Docks and Beckton Riverside, we launched another round of engagement about 'Vision and Principles' (V+P) in Autumn 2020 . The results of this round form the basis of the OAPF consultation draft , ensuring that the Royal Docks and Beckton Riverside becomes: a lively, healthy place, a connected resilient place, an enabled innovative place and an empowered diverse place.

Our work is always evolving and we welcome any comments along the way, you are welcome to contact the team with any feedback, suggestions or questions at any time by email - royaldocksoapf@london.gov.uk
Although we were sadly unable to meet you in person for this round of engagement due to Covid-19, we had a great response to the leaflets we distributed to local households and businesses, and here, on our online platform. We also organised four online events that were open for everyone to attend. Representatives from the Mayor of London’s teams, Newham Council and Transport for London talked to local people about current local concerns and how these could pose opportunities for the future development of the area. Through these conversations and responses, we were able to check back in with you after our first round of engagement in 2019, to ensure that our work was continuing to reflect local priorities.
We would like to pass our thanks on to everyone who has contributed so far to shaping this future plan for the Royal Docks and Beckton Riverside area. We will be reporting back in the next few months on our findings from this stage of the engagement and timescales for the next stage. The draft Opportunity Area Planning Framework for the Royal Docks and Beckton Riverside will be issued for consultation in mid-2021.

Our last contact with you was last Summer when we undertook an engagement programme with communities that live and work in the area. We asked for feedback around different themes to gain knowledge about what you wanted to see and how you wanted the future to look in the area.
We had a phenomenal response with lots of helpful ideas. Since that time though – a lot has changed. So, we are reporting back and asking for more feedback on some ideas we have been working on.
Taking all of your feedback on board we have drafted some visions and principles around four key themes:
Every neighbourhood and place is different, therefore we have applied these themes to each and identified some key actions that could be applied to shape each neighbourhood.
We would like your comments on both – the themes and also our actions for the neighbourhoods within the overall area.
Please click through to the framework for more information – remember - you can keep coming back if you only have limited time to make sure you get all of your ideas down.
Please also share with your friends, family and colleagues on twitter and facebook –we need the local community to join the conversation!
The consultation is running until 27 November 2020.

We haven’t been in touch for a while!
We just wanted to let you know to keep an eye out as we will shortly be publishing another engagement phase following our community engagement last Summer. A lot has changed since last year, so we will be checking how your priorities may have changed.
The feedback we received has been shaped into a vision for the area and principles for future development. We will be asking your input on these.
This is an important part of the OAPF process and it is vital that we have as many local people involved.
Remember the final OAPF document will be considered in all planning applications up to 2041, so this is your opportunity to shape the future of the area.
Please share this website with your friends, family, and colleagues on social media so they can register and become part of this important conversation too!
